Chansey Base Set: The HP Tank of 1999

Base Set Chansey was the highest HP Pokemon in the original 1999 set, serving as the backbone of the legendary Damage Swap deck strategy.

The 120 HP Wall

In a format where most Pokemon had 50 to 80 HP, Base Set Chansey (card #3/102) was an absolute tank. With 120 HP — the highest of any Pokemon in the entire Base Set — this holographic rare was a defensive powerhouse that anchored one of the most iconic deck strategies in TCG history. For players and collectors across Sacramento, San Francisco, and Northern California, Chansey was the Pokemon you put in front of your opponent and dared them to knock out.

Illustrated by Ken Sugimori, the card depicts the rotund Normal-type Pokemon with its signature egg pouch, looking deceptively gentle for a card that could absorb enormous amounts of damage.

The Damage Swap Connection

Chansey's true power wasn't in its attacks — it was in its HP pool. When combined with Alakazam's Damage Swap Pokemon Power, Chansey became virtually unkillable. The strategy worked as follows:

  • 120 HP Tank: Chansey absorbs damage as the active Pokemon
  • Damage Swap: Alakazam moves damage counters from Chansey to other benched Pokemon
  • Repeat: Chansey stays active with minimal damage while the bench absorbs the load
  • Scoop Up: Trainer cards could pick up damaged benched Pokemon, effectively healing the team
  • Double-Edge: Chansey's 80-damage attack dealt 80 to itself — risky but devastating when damage could be swapped away

The Damage Swap/Chansey archetype was a dominant force in competitive play, and players in the Bay Area, Roseville, and Stockton who mastered it were formidable opponents.

Self-Destructive Power

Chansey's attacks reflected a fascinating design philosophy of high risk paired with high reward. Scrunch was a coin flip that, on heads, prevented all damage during the opponent's next turn — excellent for stalling. Double-Edge dealt 80 damage but also dealt 80 to Chansey itself. This self-damaging attack might seem terrible, but in a Damage Swap deck, the self-damage could be moved away, turning a drawback into a non-issue.

Even outside of Damage Swap, Chansey's 120 HP made it a useful stall Pokemon. It bought time for setup in many different deck strategies used at tournaments in Modesto, Oakland, and local leagues statewide.

Market Value

Base Set Chansey holo is moderately priced among the original sixteen holos. Unlimited copies in good condition sell for $8 to $25, while near-mint copies bring $30 to $80. PSA 9 unlimited copies typically sell for $60 to $150, and PSA 10 copies can reach $400 to $800. 1st Edition copies, as always, carry a premium — PSA 9 examples sell for $200 or more.
